Scenic Highway clean up this Saturday

I will be out Saturday morning along Scenic Highway from 7am to 9am to participate in the first of many voluntary cleans up.  The clean up area will be in front of the Lennox Subdivision between Logan and Rothchild.  These clean ups help to maintenance and beautify an important area in district 3.  Current Councilwomen DeWeese was kind enough to invite me and I look forward to meeting everyone.

I just wanted to say THANKS again to everyone who helped me with my campaign.  I could not have done it without you.  I look forward to representing District 3 as well as the city of Pensacola.  I hope we can continue the progress we have made over the past two years.

Pensacola Mayor Ashton Hayward announced today the opening of the 2012 Pensacola Community Initiative Program (PCIP) grant cycle.

PCIP provides the City of Pensacola’s organized neighborhood groups with the opportunity to apply for up to $10,000 in matching grant funding for neighborhood improvement projects. Neighborhood groups must match the dollars with cash, in-kind donations, or sweat equity.

“This is a great opportunity for citizens to get involved, bring their ideas forward, and help direct the dollars we’re investing in our neighborhoods,” said Mayor Hayward. “To compete with other cities for jobs and talent, we must ensure our neighborhoods are clean, safe, and attractive, and PCIP allows us to make targeted investments while engaging citizens and getting the most out of every dollar.”

Improvement projects on both public and association-owned property are eligible, as well as programmatic activities. Past selected projects include entryway signage, landscaping, decorative lighting, and cultural/historical programs.

A workshop for all potential applicants will be held on Thursday, September 6. The workshop will begin at 5:30 PM in the Hagler/Mason Conference Room on the second floor of City Hall, located at 222 West Main Street. Neighborhood groups interested in applying for grant funds are encouraged to have a representative attend this workshop, where the program and application process will be covered in detail.

A total of $50,000 is available in this year’s grant cycle. More information, including an online application, is available at cityofpensacola.com/PCIP. Applications are due by October 9, 2012.

Bringing solutions to Pensacola

Over the next ten weeks I will be looking at many of the different issues facing Pensacola.  I hope to raise issues that are important to District 3 as well as the city as a whole.  I will also be coming up with what I believe are real solutions that I can begin to try and implement if I am elected.  The first issue will be the replacement of Fire Station #3.  I believe this is the most pressing item of concern in District 3.

This makes me sad and angry at the same time

With football season just around the (Toomer's) corner, I can't help but be excited.  I am also sad to know that with every Auburn fooball win, rolling Toomer's corner will never be the same.  Luckily my wife Felicia and I were able to take our 8 year old daughter Bailey to see the Toomer Oaks before they died.  Bailey has said that she wants to go to Auburn.  I hope she does and that the new trees are health, so she can experience Toomer's the way so many Auburn fans have in the past.

Excellent Day

Today might have been the perfect Saturday.  Felicia, Bailey, and I spent most of the day together.  We decided to take advantage of our great downtown and hit all the spots.  We started the day at Seville where Bailey got her favorite breakfast, Beignets.  Next we went to the Palafox Market.  They have all kinds of art and food down there.  This was our first time going.  I highly recommend you go down there on Saturdays, we will definitely be back.  After the Market we went to the MESS hall.  Today was the last day and Felicia and I knew Bailey would get a kick out of it.  The MESS hall was better than I could have imagined. I have to thank Councilwoman Pratt for all of her hard work.  If elected to City Council I think one of my first projects will be to study grants that are available so Pensacola can have a permanent kids museum for all the kids of Escambia county and surrounding areas to enjoy.  After the MESS hall we decided to walk down to the Bodacious Olive.  Bailey loves olive oil and had fun trying all the different ones.  We were getting pretty hungry by then and decided to check out another of Bailey's favorite places, The Leisure Club.  We all got the grilled cheese and it was delicious.  While Bailey and I waited for the check, Felicia stopped by Indegeaux Denim Bar, to try and find an outfit for my volunteer get together this Wed at the Magnolia (5:30).  We finished our afternoon by swinging through Joe Patti's to pick up some shrimp for dinner.  It was a long day with lots of walking, but that did not stop me from dropping them off at the house and heading back out to start putting out signs for the campaign (Vote for Andy Terhaar for City Council District 3).  Which reminds me, if you want a sign for your yard, shoot me an email at andy@voteterhaar.com and Felicia or I will head over right away and give you one.  Back to hitting the streets tomorrow.

Train service coming back to Pensacola?

The article below discusses the possibility of reopening the Amtrack Sunset Limited line from New Orleans to Jacksonville.  I never used the Amtrack service while it was here but would like to see it return if it is done right.  A train service from Jacksonville to New Orleans that only makes stops in Tallahassee, Pensacola, Mobile, and Biloxi would be a very efficient way to travel the I-10 corridor.

Busy Week

I am really getting into this campaign. Monday I took off work early and walked a few different neighborhoods.  Tuesday I spoke in front of the Pensacola Young Professionals at the fish house. Wednesday I went to the Wahoos game with a friend from out of town. Thursday I attended the city council meeting, so tonight I have decided to take it easy and have a nice relaxing evening with Felicia. Got to get up early tomorrow to hit the streets again and get the word out. VOTE TERHAAR!!!

Another great Saturday

Got home from walking around the bay cliff/Mallory heights area, received a lot of really positive responses and encouragement.  It feels great to have so much support from the District. I attended the Candidates Breakfast this morning, and even though the election is still a little over three months away, everyone was happy that I attended and that they had a chance to speak with me.  It has been a lot of hard work so far but also a lot of fun.  Thanks again for all the support.

Great Saturday

Good article on the rebranding of Pensacola

This article is gives a different perspective of the rebranding.  All jokes aside, I believe this rebranding effort is the first of many steps that need to be taken so that Pensacola can start to compete with other cities around the country.  Many cities, who do not have nearly the natural beauty or quality of life we have in Pensacola, are attracting young talented people better than we are and I believe we can do a better job of marketing our city.  I would have like to see the marketing contract go to a local company, but let's all get behind this new brand and turn our city into something South Florida will be envious of.

Downtown "Al Fresco" wins approval

Glad to see the new development was approved.  I think this is going to be a great addition to the downtown area.  The design allows for different types of restaurants to be located in the same area, providing the customers with more variety.

Hixardt deal hits a roadblock

It is to bad, this deal seems like it is on it's way out.  I think the City and Hixardt are a little to overconfident on what will happen.  A six story 6 million dollar building may not be the best idea right now.  Why not put a proposal together for the new tech park.  I'm sure a building could be designed to be expanded as the Hixardt grows.  I think getting a solid tenant in the tech park would be the first step to attracting more quality companies to Pensacola.  I hope the City and Hixardt can come to a solution and move forward.

A highly touted deal between the City of Pensacola and Hixardt Technologies that calls for a $6 million, five-story building downtown and 100 high-tech jobs has hit a major roadblock.
In a June 27 letter to Hixardt CEO Michael Hicks, City Councilman Brian Spencer says a letter of intent from Beach Community Bank "does not adequately demonstrate" that Hixardt has sufficient funding to proceed with the project.
As a result, Spencer, who is chairman of the city's Community Redevelopment Agency, has offered Hicks "in the spirit of cooperation ... an informal extension" of the deadline to secure funding until July 16.
Hixardt is a provider of information technology support services and has several major local and national private and governmental clients. Founded in 2001, the company has about 20 employees.
Hicks missed a previous March deadline to secure funding. In April, the CRA granted him an extension till June 30.
Reached at his office on Monday, Hicks, 46, a former Navy pilot, had little to say.
"Basically Hixardt and the city are still working on that, and we will meet on July 16 to discuss," he said.
The big hurdle for Hicks appears to be Beach Bank's demand the city become a co-guarantor of the $6 million construction loan to Hixardt.
The condition that the city become a co-guarantor of the loan was never part of the original deal between the city and Hixardt, CRA Administrator Ryan Winterberg-Lipp said.
Winterberg-Lipp said the July 16 meeting agenda will include discussion of still another extension for Hicks to arrange financing and the question of Beach's demand for the city to back its proposed construction loan to Hixardt.
"It's a complicated deal," Winterberg-Lipp said. "And the CRA may want to give them additional time to work things out."
Pensacola City Councilman Larry Johnson said the deal "has hit one snag after another."
"I'm disappointed and hope it will get back on track," Johnson said. "But it would be very hard for me as a councilman to accept the city being a guarantor to Hixardt."
At the core of the city's contract with Hixardt is the exchange of a 0.66-acre piece of property on Government Street, currently being used as a parking lot, that lies adjacent to Hicks' existing Intendencia headquarters.
Under the agreement with Hixardt, the CRA will hold a forgivable $750,000 mortgage against the property's assessed value of $750,000.
That loan would be forgiven under the following terms: 10 percent at the start of construction; 10 percent when a certificate of occupancy is obtained; and 20 percent for each "sustainable and measurable" 25 jobs, expected to pay in the range of $45,000-plus.
Hixardt would have five years to reach the 100-job plateau, according to the original agreement with the city.
Beach Senior Vice President Brian Bell wrote to CRA members in late June the bank also wants an appraisal of the city's property that is acceptable to the bank.
Bell could not be reached for comment Monday, and the letter did not go into further details.
The Hixardt land exchange was one of the first deals forged by Mayor Ashton Hayward who has pledged to work closely with the private sector to create jobs and find viable uses for surplus city property.
Hayward was out of the country and could not be reached for comment Monday. Spencer did not return calls.
If the loan is secured and construction gets under way, Hixardt is expected to occupy four stories of the five-story building.
The fifth floor potentially could be leased to a separate tenant, and the ground-floor possibly could include small retail uses, Hicks has said.

Pensacola Association of Realtors Endorsement

Every election cycle the Pensacola Association of Realtors interviews all the candidates and then decides which candidates, if any, get their support.  I interviewed with the PAR board on Tuesday and we had a enthusiastic discussion about the direction this great city of Pensacola is going. I let them know that, if elected, I plan to work together with the existing council members and the mayor to continue growing our economy.   Today I received a call from the PAR office and I am excited to announce that the PAR board has endorsed me for Pensacola City Council District 3.  I am humbled and excited to accept their support.

I'm keeping my fingers crossed.


This could be big for Pensacola and Northwest Florida.

Airbus Is Said to Plan a Factory in Alabama


PARIS — Airbus, the European plane maker, plans to build its first assembly line in the United States in Mobile, Ala., in an aggressive foray into the world’s largest market for single-aisle airplanes, people with knowledge of the plan said on Wednesday.
The plan calls for an investment of several hundred million dollars in a plant on Boeing’s home turf that could eventually assemble dozens of Airbus’s popular 150-seat A320 jets each year. Details are expected to be announced as early as Monday, said the people, who spoke on condition of anonymity because the plan was still confidential.
In taking the plunge into the United States, Airbus is betting that American airlines, many of which have large fleets of aging jets, will be enticed to consider an A320 that was “made in America” over  Boeing’s competing 737. By assembling the planes with nonunion American workers, and in using dollars, Airbus also stands to reduce production costs.
Globally, Airbus and Boeing split the market for single-aisle planes fairly evenly. But in the United States, Airbus holds a 20 percent share.
North America is the biggest market for single-aisle planes. Airbus has forecast that nearly 70 percent of new jet sales worldwide over the next 20 years — 19,200 aircraft worth $1.4 trillion by 2030 — will be of this type. Forty percent of those planes are expected to replace aging, less fuel-efficient aircraft.
“If this is confirmed, it is nothing short of a tectonic shift in the dynamics of the North American aerospace market, with strong ramifications for both commercial and defense,” said Michel Merluzeau, a managing partner at G2 Solutions, an aerospace consultancy in Kirkland, Wash.
“That Airbus is considering doing this suggests that they view investment in Alabama as a necessary tool to maintain their competitiveness in North America,” he said.
But the move to open an American factory could raise eyebrows in European capitals and among labor unions — particularly in France, where the new Socialist government of President François Hollande has said it will seek to punish companies that move jobs overseas with tax penalties and with the withdrawal of certain state subsidies. Airbus opened its first non-European assembly line in China four years ago.
Stefan Schaffrath, a spokesman for Airbus in Toulouse, France, said Wednesday that the company had “nothing to announce at this point.”
But Fabrice Brégier, the chief executive of Airbus, was quoted in a Spanish newspaper interview published on Wednesday as saying that an American assembly line was “part of a stream of ideas in our international development.”
“We are studying what we have to do to be close to our customers,” Mr. Brégier told the newspaper, El Economista.
It was not immediately clear when Airbus expected the plant to open or how many planes it would initially produce. Its plant in Tianjin, China, assembles three planes a month, 8 percent of Airbus’s global output of single-aisle planes.
Mr. Merluzeau estimated that it would be three to four years before a Mobile plant would be ready to begin operations.
An agreement to build an assembly line in Mobile would be the culmination of a seven-year on-again, off-again courtship between Alabama officials and Airbus’s parent company, European Aeronautic Defense and Space.
As long ago as 2005, EADS, which already has an engineering site in Mobile, proposed building a $600 million assembly line for its larger A330 aircraft as part of a bid for a $35 billion United States Air Force contract for aerial fueling tankers that was awarded to Boeing last year.
An earlier move into the United States yielded significant payoffs for the company. The American market share of EADS’s helicopter division, Eurocopter, doubled to around 50 percent after the company opened an assembly line in 2004 in Columbus, Miss., for its UH-72 Lakota and A-Star choppers.
European governments are likely to be wary of such a move by a company considered one of Europe’s industrial jewels. But according to one person with knowledge of the plan, the governments are likely to be persuaded that it could eventually create as many as 10 jobs in Europe — not only at Airbus, but also in its supplier network — for every one job created in Alabama.

Ready to get to work

As a proud member of District 3, I believe that we live and work in the best district in the great City of Pensacola.  Although District 3 is a great place to live, there is more work to be done.  I will strive to improve District 3 as well as the entire City of Pensacola, so that future generations, including my daughter Bailey, will have a thriving economic and culturally sophisticated city that they can be proud to call home.
